日本国憲法は、ＧＨＱから提示された英語草案に基づいて、というかほとんどの部分はそのまま翻訳した文章が条文となっています。前文もそうです。
日本国憲法の前文は、美辞麗句が並んでいるものの正確な意味がよくわかりません。ところが、元になった英語草案を読むと、日本語では表現されないさまざまな情報が浮かび上がってきて、条文解釈をする上で非常に役に立ちます。このブログでも何回か紹介してきました。
しかし、憲法の英語版について、「日本語憲法の英訳」と称するものは見つかるのですが、「現行憲法の基となったＧＨＱ草案」はどうしても見つかりません。今回、以下の本に資料「ＧＨＱ草案１９４６年２月１３日」として掲載されていました。
そこで、以下、日本国憲法前文を３つの段落に分け、それぞれについて、「ＧＨＱ草案」「現行現法」「現行憲法の英訳」を並べてみます。「現行憲法の英訳」は、首相官邸ホームページのものと同じです。
・ＧＨＱ草案と現行憲法の英訳との間の相違点を赤字としました。日本語が英語と相違する点を見つけたので、その部分を日本語中にかっこ書きで追加しかつ赤字としました。
・以前から私が注目している単語を太字としています。この太字部分に着目しての私の主張については、以下を参照ください。なお、下記第３段落の日本語文については、最後の「信ずる」を最初の「われらは」の直後に移動し、それ以外の文章を「that」でつなげる形に変形しています。

以上、「ＧＨＱ草案」と「日本語の英訳」の相違点（赤字部分）を調べてみると、けっこういろんな部分に相違がありますが、私が着目した部分（太字部分）についてはほぼ両者が一致しており、従来から私が主張している点については、ＧＨＱ草案まで戻っても変更する必要がないことがわかりました。
今回、もう１点気づきました。
第１段落において、英語には草案と英訳の両方とも「determined that we shall secure」が登場するのですが、この「determined」の部分が日本語では抜けています。おそらく、その後に出てくる「決意し」にまとめてしまったのでしょうか。しかしその割りには、日本語の英訳であるはずの文章中には再度「determined」が登場するわけですから、この「英訳」は、実は英訳ではなく、「基本的にＧＨＱ草案をベースにしている」ことを自白しているようなものです。
また、日本語では消滅している「動詞の時制の相違」についても、英訳文ではＧＨＱ草案に忠実に表現されており、この点も、英訳が日本語の英訳ではないことが明らかです。
