The Emperor

Position

Based on the general will of the Japanese citizen whom is the Japanese symbol of the nation, and 1 Emperor is a symbol of the Japanese citizen unification, and the sovereignty keeps in this position (constitution Article 1).
2 Thrones are hereditary and, by the place that the Imperial House Act that the Diet voted for determines, succeed to this (constitution Article 2).

Authority

I perform only acts in matters of state that the Constitution of Japan determines, and 1 Emperor does not have authority about the government (constitution Article 4 Clause 1).
Acts in matters of state (constitution Article 6, Article 7, Article 4 Clause 2) of 2 Emperor
(1) Based on nomination of the Diet, appoint the Prime Minister.
(2) Based on the nomination of the cabinet, appoint a judge as the head of the Supreme Court.
(3) Promulgate a constitutional amendment, a law, a government ordinance and a treaty.
(4) Summon the Diet.
(5) Dissolve the House of Representatives.
(6) Make the enforcement of the general election of the Diet member public.
(7) Authenticate the appointment and dismissal of the minister of state and other public employees whom the law determines and commission of full power and the letter of credence of an ambassador and the minister.
(8) Authenticate general pardon, an amnesty, mitigation of penalty, an exemption of the execution of the punishment and restoration.
(9) Confer a privilege.
(10) Authenticate other diplomatic notes which an instrument of ratification and the law determine.
(11) Accept a foreign ambassador and a minister.
(12) Hold a ceremony.
(13) Entrust me with acts in matters of state.

For acts in matters of state of 3 Emperor, I need advice and the approval of the cabinet, and a cabinet takes the responsibility (constitution Article 3).
