つまり、前回の通貨危機と比べているわけですね。アジア通貨危機やロシアの。前回は、新興国の政府が海外から借り入れを日常的に行っていたために、一旦海外からのドル流入がとまると外貨準備が底をついてにっちもさっちも行かなくなった。さすがに教訓を生かして今は海外からでなく国内からの調達に切り替えて、外貨準備も積み上げているが、
問題は、政府以外の民間セクターが、そうなっていないことだ。
これ、韓国経済でご紹介しましたね。海外からの、特に円での借り入れが民間レベルで増えていて、そう、円キャリーってヤツですね、一旦ウォン安になると借金が倍増。個人破産も増えているんでした。

So while the Russian government was accumulating an impressive hoard of foreign exchange, Russian corporations and banks were running up equally impressive foreign debts. Now their credit lines have been cut off, and they’re in desperate straits.
