Crews returned to the scene around 6 a.m. Tuesday because the fire flared up again. Crews remained at the scene all day Tuesday.Taylor said it was hard for fire crews to get access to the building, and the fire spread to another building. Fire officials said strong winds have hampered the efforts to fight the fire.

More than than 30 pieces of equipment and 90 firefighters were working on the fire. It took more than six hours to get the fire under control."Because of the high wind, that had a major factor in it. We're fighting against wind. We didn't have a direct stream (of water). It was a labor-intensive fire," Baltimore City Fire Department warehouse Blair Adams said.

Fire crews were called around 4 p.m. Monday to Frederick Avenue at South Calverton Road. Fire shot out of the windows with smoke so thick, a gray cloud partially blocked the sun and could be seen for miles.
