An amendment to the constitution needs agreement of more than 3/5 by joint session of the House and Senate or agreement of the majority in the plebiscite as well as agreement of the majority in the top and the bottom.
Mr. Orlando requested to extend the state of emergency declaration taken out after terrorism for 3 months to an assembly. ◇過激な思想を持つモスクの閉鎖の検討も
【パリ賀有勇】パリ同時多発テロを受け、フランスのオランド大統領は１６日、テロ攻撃に柔軟に対応するため、非常事態宣言によらなくても強力な治安対策をとれるよう憲法改正に乗り出す方針を示した。また、国内のテロ対策を強化するため、危険人物を国外に迅速に追放したり、過激な思想を持つモスク（イスラム礼拝所）の閉鎖を命じたりすることの検討を始めた。同時テロで犯行声明を出した過激派組織「イスラム国」（ＩＳ）に対する空爆強化だけでなく、国内でもテロ対策に全力を挙げる姿勢を鮮明にした。
非常事態宣言の根拠となる非常事態法は、アルジェリア独立戦争初期の１９５５年に公布され、現代のテロ攻撃などを想定していない。そのため、発動するには厳しい条件が課せられている。仏ルモンド紙によると、オランド氏は国民の自由に配慮するため、非常事態宣言に代わる手段で治安対策を強化できるよう、憲法改正を行う意向だという。
憲法改正には、上下各院での過半数の賛成に加え、両院合同会議での５分の３以上の賛成か、国民投票での過半数の賛成が必要になる。
また、オランド氏は議会に対し、テロ事件後に出した非常事態宣言を３カ月延長するよう要請した。現行の宣言下では▽裁判所の捜索令状なしでの家宅捜索▽報道規制▽人や車の往来の制限▽集会開催や夜間外出の禁止▽カフェやレストランの閉店−−などを命じることができる。
一方、オランド氏は実行犯の中に監視対象者がいたにもかかわらず、国境を自由に行き来していたことなどを問題視し、新たなテロ対策を打ち出した。テロリストの流入を防ぎ、テロの芽を事前に摘むことを目的に▽過激思想を持つモスクの閉鎖▽危険とみなした外国人を速やかに国外追放するための手続きの簡素化▽国境警備に当たる職員やテロ対策に当たる警察官の増員▽過激思想の持ち主の監視強化−−を検討する。
ＩＳに対する軍事攻撃を巡り、オランド氏は１７日、パリでケリー米国務長官と会談。空爆を強化し、圧力を強めていく方針を確認した。また、仏大統領府は、オランド氏がオバマ米大統領とワシントンで２４日に、プーチン露大統領とモスクワで２６日にそれぞれ会談すると発表した。
