"In accordance with the present invention, to protect the delicate zirconium liner on the inner surface of the Zircaloy tube during the loading step, an elongated loading sleeve 20 is first inserted onto（挿設、挿通）the mandrel （＊参照番号12）assembly in close fitting relation（密着して）.
