President George Bush: £380 billion bailout deal to be reached 'very shortly'
（ジョージ・ブッシュ大統領：£3,800億救済策、「もう間もなく」合意）

President George W. Bush has convened a White House crisis summit amid indications that a deal on his £380 billion bailout package was close.

ジョージ・ブッシュ大統領は、自身の£3,800億救済策に関する取り決めがまとまりそうだ、との兆しの中、ホワイトハウスで危機サミットを召集した。

Sitting in the White House cabinet room at the centre of a table with Senator John McCain, the Republican nominee, and his Democratic opponent Senator Barack Obama, Mr Bush said: “My hope is we can reach an agreement very shortly.”

ホワイトハウスの閣議室の真ん中に置かれたテーブルの周りに、ジョン・マケイン上院議員とバラク・オバマ上院議員を座らせ、ブッシュ氏はこう言った。
「もう間もなく合意に達することが出来ることを願っている」。

Praising the decision by both parties to attend, he hailed “the spirit of bipartisan cooperation here in Washington".

両者の出席を称賛し、彼は「ここワシントンに存在する超党派の協力精神」を褒め称えた。

Mr Bush was flanked by Representative Nancy Pelosi, Speaker of the House, and Senator Harry Reid, Senate Majority leader and their Republican counterparts. The meeting was expected to last 45 minutes.

ブッシュ氏の隣には下院議長のナンシー・ペロシ下院議員、そして上院多数党院内総務であり共和党のカウンターパートであるハリー・リード上院議員が控えた。

It came a day after Mr Bush issued a portentous warning that “America could slip into a final panic", triggering a deep recession in which "millions of Americans could lose their jobs” without “immediate action" by Congress.

これが行われたのは、連邦議会が「直ちに行動」にでなければ、「数百万人のアメリカ人が失業するかもしれない」深刻な不況を引き起こす「最後のパニックにアメリカは陥るかもしれない」、との驚くべき警告をブッシュ氏が発してから、一日後のことだった。

Democrats and Republicans on Capitol Hill had earlier announced outline agreement over an amended version of Mr Bush’s bailout package, a dramatic attempt to prevent the global economy plunging into a deep recession.

議会の共和民主両党の議員等は先に、世界経済が深刻な不況に陥るのを阻止しようとする劇的な試みである、ブッシュ氏の救済策の修正版に関する合意の概要を発表していた。

The tentative deal would give the Bush administration a fraction of the £380 billion it had requested at the outset, with half the money subject to a congressional veto, according to Capitol Hill aides.

連邦議会の側近等によれば、暫定的合意は、同金額の半分を議会の拒否権の対象として、当初要請された£3,800億の一部をブッシュ政権に与えるだろう。

Under the Capitol Hill version of the plan, Henry Paulson, the US Treasury Secretary, would get £140 billion immediately and an additional £55 billion if he certified it was needed.

議会版の救済策の下、ハンク・ポールソン財務長官は即時£1,400億を、そして彼がその必要性を証明すれば更に£550億を得ることとなる。

The last £190 billion could be blocked by a vote of Congress under the arrangement, designed to give Congress a stronger hand in controlling the rescue package.

救済策の管理において議会により強い指揮権を与える取り決めの下、残りの£1,900億は議会の拒否権によって阻止される可能性もある。

Representative Barney Frank, Democratic chairman of the House Financial Services Committee, said beforehand he would tell Mr Bush there “really is not much of a deadlock to break” because a skeleton package had been agreed by both parties in Congress.

先に下院金融サービス委員会議長のバーニー・フランク下院議員(D)は、ブッシュ氏には、救済策の概要は議会で両党により承認されているので、「打開すべき膠着状態も殆どない」と告げる、と語っていた。

Senator Chris Dodd, Democratic chairman of the Senate Banking Committee, said “fundamental agreement” on a set of principles for the bill to be passed within the “next few days” had been reached during a three-hour negotiating session.

上院銀行委員会議長のクリス・ドッド上院議員(D）は、3時間に亘る交渉の中、「数日」以内に同法案の骨子を可決する、との「基本的合意」が結ばれたと語った。

"I now expect that we will indeed have a plan that can pass the House, pass the Senate and be signed by the president,” said Senator Bob Bennett, a Republican.

「下院で可決され、上院で可決され、大統領が署名する救済策が確かに存在することになるだろう、と今は私も予想している」とボブ・ベネット上院議員（R）が言った。

But Mr Dodd cautioned that the deal was still a “set of principles" rather than agreed legislation. Representative John Boehner, Republican House leader, said: “I am encouraged by the bipartisan progress but House Republicans have not agreed to any plan at this point.”

しかしドッド氏は、承認された法律というよりも未だ「原則的」な合意だ、と注意した。

Mr Bush’s proposed bailout plan involved the federal government buying up the assets of tottering financial companies, an intervention designed to keep credit markets open and heading off economic disaster on the scale of the Great Depression of the 1930s.

ブッシュ氏が提案する救済策には、連邦政府による苦境に陥った金融会社の資産買収、信用市場が閉じないようにするための介入、そして1930年代の大恐慌規模の経済的大惨事の阻止が含まれる。

His televised prime-time plea appeared to have spurred movement on Capitol Hill, where senators and congressmen were leery of details such as the unprecedented power given Mr Paulson, lavish pay deals for top executives and judges being allowed to alter mortgage terms.

ゴールデンタイムに放送された彼の嘆願は、連邦議会での活動を活発化させたようだった。

Dana Perino, Mr Bush’s press secretary, said that “significant progress" had been made. “We have a framework that we can try to close on and we hope that we can get it done quickly.”

ブッシュ氏の報道官、ダーナ・ペリーノは、「重大な進展」があったと語った。
「細部を詰められるような枠組が出来た。迅速に実施出来ることを願っている」。

She would not, however, outline specifics about provisions the Bush administration saw as deal breakers. “We have made a few steps forward and they’ve come a few steps our way. So we’re reaching a consensus and we’re going to try to drive that to a conclusion today.”

しかし彼女は、ブッシュ政権が交渉決裂要因と考える規定の詳細については説明しなかった。
「我々は何歩か前進し、彼らも何歩か歩み寄った。従って、合意に至ろうとしており、今日はこれをまとめるべく努力する」。

Presidential politics had moved to centre stage, perhaps threatening to complicate securing the deal or potentially providing the impetus to reach agreement, when Mr Bush telephoned Senator Barack Obama, the Democratic nominee, to ask him to attend the White House summit.

ホワイトハウスでのサミットに出席してくれるよう求めるべく、ブッシュ氏がオバマ上院議員に電話をかけた時、合意の確保を複雑化するかもしれない、または合意への勢いを提供するかもしれない、大統領選の駆け引きが中心となった。

The invitation from Mr Bush, which Mr Obama had little choice but to accept, came just after Senator John McCain, the Republican nominee, had announced he was to suspend his campaign and return to Washington to help with the bailout package.

オバマ氏は受ける以外に殆ど選択肢がなかったブッシュ氏の招待は、選挙運動を延期して救済策を支援するためにワシントンに戻る、とジョン・マケイン上院議員が発表した直後に出された。

He added that he would not debate Mr Obama in Oxford, Mississippi on Friday night unless a bailout package was in place.

彼は救済策が固まらない限り、金曜の夜にミシシッピー州オックスフォードで予定されていた、オバマ氏との討論会に出席しないと付け加えた。

Mr McCain portrayed his move as a high-minded decision to put politics aside for the good of his country while aides to Mr Obama branded it as a desperate, cynical ploy to shake up the presidential campaign as he slipped further behind in the opinion polls.

マケイン氏は自身の動きを、政治よりも祖国を優先する、という高潔な決断として描いた。
その一方、オバマ氏の側近等はこれを、世論調査で支持率が下る中、大統領選挙を揺さぶろうとする、死に物狂いの皮肉な策略とレッテルづけた。

It appeared that a deal had been reached before he had returned to Washington - adding fuel to Democratic claims that his presence had been unnecessary and his dramatic announcement that he would fly back to the capital an empty gesture.

合意はマケイン氏がワシントンに戻る前に達したようであり、彼など必要ないのであって、首都へとんぼ返りするという劇的な発表も無意味なジェスチャーだ、との民主党側の主張を煽った。

Mr Bush acknowledged in his speech the bailout would be a “tough vote" for senators and congressman but he said failing to approve it would risk dire consequences for the economy and most Americans.

ブッシュ氏はスピーチの中で、この救済策は、上下院議員等にとって「厳しい投票」になるだろうと認めたが、承認しなければ経済と殆どのアメリカ人に悲惨な結末を引き起こす危険性をもたらす、と語った。

"Without immediate action by Congress, America could slip into a financial panic, and a distressing scenario would unfold,” Mr Bush said as he worked to resurrect the package, which had been lambasted by both sides on Capitol Hill. “Our entire economy is in danger.”

連邦議会で両党から酷評される救済策を復活させようとしながら、「議会が直ちに行動に出なければ、アメリカは最後のパニックに陥り、悲惨なシナリオが展開されることになるかもしれない」とブッシュ氏は語った。
「我々の経済全体が危機にある」。
