Iceland sees red over RAF mission

A planned Royal Air Force mission to Iceland is providing the latest flash point in the island’s increasingly strained relationship with Britain after the collapse of its banking system.

アイスランドの銀行システムが破綻した後、緊張を深めるイギリスとアイスランドの関係に、計画されているイギリス空軍のアイスランド派遣任務が、新たな火種を提供している。

The Icelandic government is under intense political and public pressure to turn away the RAF aircraft due to be deployed to a base outside Reykjavik in December on a Nato mission to defend the island’s airspace.

12月、NATOのアイスランド領空防衛任務で、レイキャビク郊外の基地にイギリス空軍機が配備されることになっているが、アイスランド政府はこれを追い返せ、と政界と世論の両方から猛烈な抗議を受けている。

Politicians of all persuasions and members of the public see the prospect of RAF jets flying over Iceland as unthinkable after Britain used an anti-terror act to freeze some Icelandic bank assets.

全政党の政治家と国民は、イギリスがアイスランドの銀行資産を一部凍結するためにテロ防止法を適用した後、イギリス空軍機がアイスランド上空を飛行するなど想像を絶する、と考えている。

While the Treasury argues the actions were necessary and unavoidable, using powers more regularly used against al-Qaeda and North Korea offended many Icelanders and triggered a grass roots ‘We are not terrorists’ petition attracting more than 70,000 signatures out of a population of 300,000.

財務省は、通常はアルカイダや北朝鮮に適用する法律を使うことは、必要で避け難いものだったと主張している。
しかしこれは多くのアイスランド人を怒らせ、「我々はテロリストではない」という草の根署名活動を勃発させ、人口30万人の国で7万人以上の署名を集めた。

The Ministry of Defence on Thursday confirmed that it had “responded to a Nato request” and offered to send several aircraft to Keflavik air base under a routine and largely symbolic arrangement in which fellow Nato members take turns to police Iceland’s airspace.

イギリス国防省は木曜日、他のNATO加盟国も順番にアイスランド領空警備に当たる、ルーチン的でほぼ象徴的取り決めの下、「NATOの要請に応じ」て航空機を数機、Keflavik空軍危機に派遣することを申し出たと認めた。

Politicians from both inside and outside Iceland’s coalition government have called for the deployment to be halted. Karin Jakobsdottir, vice-chairman of the opposition Left Green party, the third largest, said Iceland’s public was “very angry”.

左派右派両方の政治家と、アイスランドの連立政権以外の政治家は、配備中止を求めている。
規模にして第3位の野党、Left Green党の副党首Karin Jakobdottirは、アイスランドの世論は「非常に怒っている」と述べた。

“They have seen what the UK did to Iceland using anti-terror legislation. They have listened to the debate over the banks, and now they see British forces coming to our country,” she said.

Icelanders’ anger has been compounded because Iceland will have to foot most of the bill for the RAF’s mission at a time when the economy is about to enter a severe and prolonged recession.

経済が深刻かつ長期的不況に突入しようとしている時に、アイスランドがイギリス空軍任務の費用の殆どを出さなければならない、ということでもアイスランド国民の怒りは深まっている。

The issue is expected to form part of a large demonstration planned for on Saturday in which anti-RAF slogans will merge with calls for the government and head of the central bank to step down.

土曜日に計画されている大規模デモでも、この問題は取り上げられると予想されており、アンチ・イギリス空軍のスローガンが、政府と中央銀行総裁への辞任要求と一体となるだろう。

The government admits emotions are running high in Iceland and that relations between Britain and Iceland are at a low, but insists Nato air surveillance and the banking crisis must be treated separately. “We do not need to scale up our conflict with the UK,” said a spokesperson for the foreign ministry. “Each of these issues must be looked at individually.”

政府はアイスランド国民の感情が高ぶっていること、そしてイギリスとアイスランドの関係が冷え込んでいることを認めた。
しかし、NATOの領空警備と銀行危機は、別々に扱われなければならない、と言い張っている。
「イギリスとの対立を大きくする必要はない」と外務省報道官は言った。

It is understood the RAF may be told that they “don’t have to come if they don’t want to”, a move that would douse the growing public anger while at the same time allowing both nations to save face.

イギリス空軍は、「来たくなければ来なくて良い」と言われているかもしれない、と理解されている。
