EU ministers vow to steer clear of stimulus packages

NICE: European finance ministers said Friday that they had underestimated the fallout from a U.S.-led economic downturn, but they stopped short of sanctioning big spending plans to pull their economies back from the brink of recession.

欧州各国の財務相は金曜日、アメリカから始まった景気低迷の余波を過小評価していた、と語ったが、それぞれの国の経済を不況の瀬戸際から引き戻す、大規模な支出計画の実施への言及には到らなかった。

Meeting in the south of France, the ministers vowed to avoid the kind of responses to the downturn favored by Washington like economic stimulus packages and ramping up public spending. The EU officials said they would focus on curbing high inflation while making more modest efforts to address the sharp economic slowdown.

フランス南部で行われた会議で閣僚等は、経済刺激策や公共支出増加といった、アメリカ政府が選んだような景気減速対策の回避を誓った。
EU当局者は、急激な景気減速に対応するための、より控えめな対策を打ち出しつつ、高いインフレ率の抑制に焦点を置くと述べた。

"Almost everyone was surprised by the economic contraction we've observed since the beginning of the summer," said Jean-Claude Juncker, the prime minister of Luxembourg and chairman of the meeting of euro zone ministers. "We're affected by the slowdown in the world economy."

The European Central Bank president, Jean-Claude Trichet, said inflation was too high and it would be a mistake to raise wages markedly in response to a rise in prices because that risked making a bad situation worse.

"We particularly insisted on the necessity of avoiding second-round effects," Trichet said. "If we don't want inflation expectations to affect price stability over the medium term we have to avoid second-round effects."

Juncker, who was reappointed Friday to head the euro group for a third two-year term, and Trichet made the remarks at a news conference after the first session of a two-day meeting. Attending are finance ministers and central bank chiefs from the 27 European Union countries.

The meeting in Nice came just two days after new European Commission estimates showed Germany, Spain and Britain sliding into recession and economic growth in the region overall close to standstill.

The French finance minister, Christine Lagarde, whose country holds the EU's rotating presidency, said that Europe had been hit hard on several fronts over the past year - the financial crisis that began in the United States, oil price rises that raised costs for companies and hit household finances, plus a strong rise in the exchange rate of the euro.

It was clear in Nice that governments had no intention of imitating the response to the downturn on the other side of the Atlantic, where the U.S. Federal Reserve has slashed interest rates and the government is returning $100 billion to taxpayers this year as part of a bigger stimulus package.
