衝突嫌い社会、というのを挿入する意義があったかどうか?政局を見ていても、与野党の衝突、自党内の衝突ばっかのような気もするが。
あとは、政府が遅々たる対応、後手後手だから、市民が自分の手で対応策をとっている、という話。
地方政府もそうだ、といっているわけだが、地方政府に関しては、

要するに、これをネタにして、欧米の優越性を自己確認したいだけなのではないか、とおもってしまう。
一部の欧米人にこの種の意識が根深いことは注目しておこう。
こうした、警察・検察による権力の濫用は各国にある。日本にもある。だから、日本の場合、こうした方がいい、という内部からの、また、建設的な批判ではなく、結局、自らの優越意識の確認努力だけになってしまう。
こういうことを書かれるから、さらに各国の状況を本ブログで報告する必要がある次第である。

ここのところ、警察・検察関係の不祥事あるいは不祥事が疑われる事件が多い。猛省を促すと共に、取り調べの可視化、警察・検察の権力濫用をチェックする独立機関の設立など、不祥事がないことを担保する制度の確立をいそぐべきだ。メディアも政局追ってないでがんばってほしいよ。

Australia Human Rights Commission in asylum warning
The Human Rights Commission report focused on the Villawood detention centre in Sydney.
Some detainees thought often of suicide and self-harm, and some had swallowed detergents and chemicals, it said.
It comes a day after the UN human rights commissioner attacked Australia's tough refugee policies.
Navi Pillay called for an end to mandatory detention and spoke of a "racist" undercurrent in Australia.
She has also been critical of Australian politicians for demonising asylum seekers for domestic political gain.

Ever since European visa requirements were dropped for travelers from Serbia and Macedonia, an increasing number of Roma asylum seekers from the two countries have been making their way to Germany. They have all been rejected -- and Roma rights groups are furious.

the majority of Americans seem to think that it is “immoral to celebrate the death of another human being, no matter how bad that person was.”
Polls suggest that 62 per cent of Americans think the Bible’s message, “Do not rejoice when your enemies fall,” applies to the death of Bin Laden.
There were more young people than old, who backed this point, nearly 69 per cent of those aged 18-34, compared with only 47 per of Americans aged 65 and older.
The data, released by the Public Religion Research Institute/Religion News Service (PRRI/RNS), was based on telephone interviews with 1,000 US citizens. People of different confessions were interviewed from May 5-8.
Eighty-two per cent of Americans agreed that Bin Laden distorted the teachings of Islam for his own purposes.
Americans have different views on the morality and efficacy of torture. Some 49 per cent of those interviewed agreed that using torture against suspected terrorists in order to gain important information is never justified, but 43 per cent disagreed. Among major religious groups, figures suggest that Catholics are most likely to say torture can never be justified – about 53 per cent.
People have also been asked about how Bin Laden’s death could affect America. A slim majority of Americans, some 52 per cent, think that capturing and killing Osama Bin Laden will help America's image in the world. Only 20 per cent believe it will have a negative impact.

European neo-Nazi websites have begun setting up in the United States to take advantage of free speech laws that do not criminalize Nazi propaganda as the laws do in Austria and other European states.
Unlike the US most European nations regulate hate speech, thus limiting neo-Nazi websites. But, European authorities are facing a new challenge when it comes to online enforcement. European extremist groups are turning to US based web servers to host their content and spread their message outside the jurisdiction of local authorities.

The issue has prompted unusually direct confrontations in this conflict-averse society, and has quickly become a focal point for anger over Japan’s handling of the accident at the nearby Fukushima Daiichi nuclear power plant, ravaged in the March 11 earthquake and tsunami.

原発事故による放射能漏れで、福島県内に広がる土壌汚染の問題。国が、子どもの屋外活動の基準として示した、年間20ミリシーベルト(mSv)をめぐって、保護者の不安が高まっている。
福島市の渡利小学校では、削り取った校庭の表面の土がグラウンドの端に埋められる。
26日は、その場所に印をつける作業が行われている。
福島市の小学校では、26日朝から校庭の表面を削る準備が進められている。
本格的な作業は27日からで、学校を休みにして行われる。
福島市の瀬戸孝則市長は「子どもたちの生活する環境については、1つ1つ、学校表土の問題だけではなくて、これから検討していく」と述べた。
その福島市は、今週から、放射線量が毎時3.7マイクロシーベルト(μSv)を超える学校で、校庭の表面の土を除去することになり、25日夜は、保護者説明会が開かれた。
福島市の保護者は「ここはきっちりと、どのぐらいの線量を目標にするのかというのを、定めたほうがいいんじゃないか」と語った。
一方、校庭の土をめぐり、郡山市は、独自の判断で動いた。
郡山市の原 正夫市長は「試験的に校庭および、所定の表土の除去を行いたいと考えております」と述べた。
放射線量が、国が基準とした毎時3.8マイクロシーベルトを超えた学校の校庭の土を除去した。
郡山市はその後、国の基準より厳しい毎時1.5マイクロシーベルトを基準とした。
12日、幼稚園の園庭には、子どもたちの元気な声ではなく、重機の音が響き渡っていた。
園庭に掘られた穴は、深さ2.5メートルで、この穴の中に表面の土が埋め込まれた。
二本松市は、毎時1.8マイクロシーベルトを基準に、削った土を特殊なシートに包み、敷地内に埋める方法を実施した。
自治体によってバラバラな基準。
この議論のきっかけになったのは、政府内の混乱だった。
こうした中、福島市の中学校では、帽子とマスクを着用して、屋外での部活動が行われている。
福島県放射線健康リスク管理アドバイザーで長崎大学の山下俊一教授は「20ミリ(シーベルト)を上限として、それ以下に、段階的に減らしてくださいということを言っています。そういう意味では20ミリ(シーベルト)は1つのラインです」と語った。
いったい何を信じればよいのか。
保護者や学校関係者の不安は解消されていない。
福島6市村、独自に校庭汚染土217か所除去
福島県内の小中学校の校庭などで通常時より高い放射線量が検出された問題で、東京電力福島第一原子力発電所から50キロ圏内外の福島市など6市村が独自に行う校庭の表土除去の対象は計217施設に及び、費用は少なくとも6億円に上ることが、読売新聞のまとめで分かった。
同県内56の学校などで19日に文部科学省が実施した調査では、いずれも国が設定した学校での屋外活動の制限基準値を下回っていたが、各自治体は、より厳しい基準を独自に決めるなどして除去工事に踏み切っている。過半数は今後行われる予定で、背景には、国の基準への不信感や保護者らの不安の高まりがある。
二本松市では、国の基準の半分、毎時1・9マイクロ・シーベルト以上の場合、表土除去を行うとし、小中学校など58施設分2億5000万円を計上した。表土を深さ3~5センチ削り、校庭内に掘った穴に入れ、上から厚さ1メートルの汚染されていない土で覆う「埋設方式」をとっている。
福島市も同方式を採用、保育所も含む計26施設分の予算2億円を専決処分し、今月下旬から工事を始める。本宮市、大玉村も同方式で除去を始めている。
郡山市では4月下旬から今月初めに、市立学校や私立幼稚園など67施設の校庭や園庭の表土を除去した。当初、残土は市内の処分場に運ぶ予定だったが、周辺住民の反対で断念。残土は校庭脇に積み上げ、ブルーシートをかぶせている状態だ。同市もより厳しい基準を設定し、再施工を含めさらに28施設の表土除去を行うとしている。伊達市も2校1園で行ったが、やはり処分法が決まらず、残土は校庭脇に置いている。
文科省調査では、校庭などの線量が基準値以上だったのは最多時で13施設。各自治体が工事対象にする施設のほとんどは、国の基準値未満と見られる。
文科省は当初、基準値を下回る場合、表土の除去は不要との立場だった。しかし、郡山市の表土除去が線量の低減に大きな効果があったことに加え、先月末、小佐古敏荘

・東大教授が「基準値を子供に適用することは許し難い」などと批判し内閣官房参与を辞任すると、各自治体に保護者からの問い合わせが相次いだ。文科省は事実上、表土除去を追認、今月11日、埋設方式など敷地内で残土を処理できる二つの工法を提示した。

Well, anyone that pays much attention to Japanese court cases would know that their so-called "justice system" is screwed up. Admittedly, I don't have much faith in courts in the first place, but theirs is on an entirely different level.

飲食接待をしたとして埼玉県深谷市議ら2人が公職選挙法違反(供応買収)容疑で埼玉県警に逮捕された事件があり、接待を受けたとして県警の取り調べを受けた複数の有権者が「会費を支払ったのに、支払っていないという調書に県警で署名させられた」と主張していることがわかった。逮捕された市議の永田勝彦容疑者(67)ら2人の弁護人が明らかにした

取り調べ中のウガンダ人男性(37)に暴行を加えたとして、大阪府警が、関西空港署の男性巡査部長(40)について、特別公務員暴行陵虐容疑で捜査していることが26日、府警への取材で分かった。巡査部長は「男性の態度に腹が立った。不適切な取り調べだった」と大筋で暴行を認めているという。府警は立件する方針。
府警によると、巡査部長は、覚せい剤を密輸した容疑で今月2日に逮捕したウガンダ人男性の取り調べの最中、男性の胸を殴ったり、足を蹴ったりした疑いが持たれている。
取り調べには、通訳の女性のほか、20代の男性巡査長が立ち会っていたという。府警は巡査長の処分も検討する。(2011/05/26-16:51)

岡山市で知的障害などがある長女(16)が浴室に監禁され、母親の清原陽子容疑者(37)が逮捕された事件。
市こども総合相談所は、通っていた県立岡山瀬戸高等支援学校を通じて、長女・麗さんが事件前にも手足を縛られていたことを把握していた。同相談所は「母親との関係を強めていくことを重視し、強制立ち入りなどは考えなかった」とするが、専門家からは「関係性重視は分かるが、今回のような事件に発展するのは最悪のケース。行政は、母親が追いつめられる前に何をできるか考えなければならない」との声も上がっている。
関係性重視、というところに着目したい。関係を重視するのは重要であるが、関係とは別に、事態が危険か否か、危険ならなにをすべきか、という熟慮がほしかった。これは外交でも、いえる。良好な外国関係も重要であるが、自国の危険・国益は常に念頭において判断したいものだ。

A teenager woke up early on the first day of his senior year, strolled into the den and found his father covered in blood.
Marty Tankleff called 911 in a panic.
As his father gasped for air, he grabbed a towel to press on the gaping neck wound.
The teen then darted through the sprawling, upscale house to search for his mother. Her blood-splattered body lay on the floor of her bedroom.
Nine days earlier, Marty had celebrated his 17th birthday with his parents.
Now, his mother was dead.
His father, a wealthy businessman, was near death. Both had been beaten and repeatedly stabbed.
The devastation wasn't done.
Hours later, Marty did the unthinkable. The teen confessed to killing his parents even though he hadn't.
Investigators lied about having evidence against him and eventually convinced Marty, who was still in shock, that he must have attacked his parents and then blacked it out.
"In my case, the system failed; from the police to the prosecutors, to the court system," Tankleff, now age 39, said during a recent interview.
The Long Island native spent nearly 17 years in a New York prison before charges against him were dismissed and a judge ordered his release in 2008.
"You wake up in a cage every day and you know you don't belong there," he said. "You strive to get yourself out, never knowing if you will succeed.
"The system shouldn't take 17 years to correct a wrong.
"Who do you blame? Everybody."

Tankleff's ordeal shares a common thread with the infamous case of the West Memphis Three. In both cases, confessions, which were recanted, sent teens to prison despite a lack of physical evidence.
The Arkansas case, which hinged on the confession of 17-year-old Jessie Misskelley Jr., remains one of the Delta's most notorious and controversial court battles.
Misskelley, who has been diagnosed as borderline mentally retarded, and his friends, Damien Echols, 17, and Jason Baldwin, 16, were convicted of brutally killing three 8-year-old boys in 1993 in a wooded area of West Memphis.
Now, defense attorneys are lobbying for a new trial, arguing that new DNA evidence points away from the defendants and that jurors were swayed by a confession that doesn't match the evidence.
For Echols, in his 17th year on Arkansas' Death Row, it's a literal fight for his life. Misskelley and Baldwin are serving life sentences.
All three have won a rare hearing before a new judge. In what is expected to be a two-week mini-trial this December, the judge will decide whether to grant a second trial before a jury.
Defense attorneys filed a motion earlier this month, lobbying to bring in evidence of jury misconduct at Baldwin's and Echols' trial. They assert that the jury foreman was concerned about the lack of evidence but persuaded jurors to convict anyway because of Misskelley's confession, which had been recanted and wasn't supposed to be considered.
Confessions have long been considered proof of a person's guilt.
After all, false confessions defy common sense, said Scott Burns, executive director of the National District Attorneys Association, headquartered in Virginia.
"What reasonable person -- you, me, a truck driver, the president -- would confess to committing some heinous crime of murdering multiple people if they didn't do it?" Burns said.
"I'll sit here until the cows come home. You can say what you want, do what you want, but I'm not confessing."
As a veteran prosecutor, Burns knows that most jurors find confessions reliable and convincing.
"As prosecutors, we rely on jurors' common sense," he said.
But, through DNA advancements since the late 1980s, science has continued to expose dozens of confessions as false, calling into question their reliability without corroborating evidence.
Across the nation, 269 prisoners have been exonerated through DNA evidence -- including 17 former Death Row inmates, according to an analysis by the Innocence Project, a nonprofit organization based in New York that works to free the wrongfully convicted.
About 25 percent of those gave false confessions or incriminating statements, or felt pressured to plead guilty, according to the organization's website.
That number more than doubles in murder cases.
Of 80 exonerations through DNA evidence, nearly 54 percent of those wrongfully convicted had falsely confessed to murders they didn't commit, according to the Innocence Project.
That's what happened to New York teen Jeffrey Deskovic.
"The idea of a false confession is counterintuitive," Deskovic said during a recent interview. "But now that it's happened to me, I know that false confessions happen."
Deskovic, now age 37, said he was introverted and aloof in high school. Classmates considered him odd and pointed to him as a possible suspect when the body of a 15-year-old classmate was found in 1989.
At age 16, he was headed to school in Peekskill, N.Y., when police intercepted him and drove him to another town for questioning without notifying his parents.
After more than seven hours of intense questioning by police, he falsely confessed to raping and strangling the classmate. He was convicted even though his DNA didn't match the semen collected from the victim.
He was freed in 2006 after 16 years in prison and was awarded a $6.5 million settlement last month for his wrongful incarceration.

Deskovic said police used the "good cop, bad cop" routine, where one officer remained friendly and the other became increasingly more aggressive.
"He got more and more ferocious as time went on," Deskovic said of the tougher-talking detective. "It went on for many, many hours."
He said the investigator would feed him details about the crime scene and get up in his face and repeat: "What do you mean you didn't do this? We just want you to verbally confirm this."
Police told him he failed a polygraph test -- a common tactic. During Misskelley's interrogation, when he initially professed his innocence, West Memphis police told him he failed his test, though he had actually passed.
Deskovic said the "good cop" finally cautioned that the other detectives wanted to beat a confession out of the teen and that he couldn't hold them back indefinitely, Deskovic said.
More than seven hours later, he confessed.
"By the time all was said and done, I was on the floor in the fetal position crying uncontrollably," he said.
Deskovic said he believed the nicer officer's promise that he could go home. And he assumed police would soon catch the real killer.
"After I was arrested, I still believed in the court system," he said. "I thought only guilty people were found guilty, but I learned otherwise the hard way."
The actual killer, Steven Cunningham, was eventually linked to the murder victim through DNA.
The 29-year-old had randomly abducted the girl from a park, where she was taking shots for a photography class. While Deskovic was in prison, Cunningham also strangled his girlfriend's sister.
"Her death was unnecessary," Deskovic said. "If police had done their job right the first time, she would still be alive."
In one of the most high-profile cases, five teens confessed to raping and nearly beating to death a Central Park jogger. Despite a lack of physical evidence, all were jailed for more than a decade. The actual killer, Matias Reyes, ultimately confessed and was linked to the crime through DNA.
While the teens were imprisoned, Reyes raped more women and killed a pregnant woman.
Richard Leo, one of the nation's top experts on false confessions, has studied what goes wrong.
"For people to say 'I'd never give a false confession' is naive," he said.
"They don't understand the situational pressures" by police trained in wearing down suspects' resistance, said Leo, a law professor at the University of San Francisco.
"It's high pressure, yelling in your face, threats and promises, and it can go on hours," he said.
Tankleff said police convinced him that they had physical proof of his guilt and told him his father briefly awoke from a coma and named him as the attacker.
The teen never considered they might lie. So as the seasoned investigators continued to pressure him, he began to believe he must have killed his parents and blacked it out.
High-pressured false confessions are all too common, especially by young people, according to a blog by Steven Drizin, an attorney with the Center on Wrongful Convictions of Youth at Northwestern University School of Law in Chicago.
Drizin filed a brief lobbying for a new trial for the West Memphis Three, arguing that the evidence doesn't match Misskelley's confession.
At one point, Misskelley said the boys were killed in the morning, when they were actually in school. They were seen by witnesses as late as 6:30 p.m.
Leo, who helped conduct a pioneering 1997 study of dozens of false confessions, said suspects like Misskelley, who are young and mentally disabled, are the most susceptible to police tactics.
"His case is a classic false confession in that the details didn't fit the physical evidence," Leo said.
Prosecutors with the Arkansas Attorney General's Office are standing behind the confession and convictions, according to court filings. They, along with defense attorneys, are barred from discussing the case due to a gag order.
Former West Memphis chief inspector Gary Gitchell, who secured Misskelley's confession, declined to comment for this story.
During an interview at an Arkansas Death Row visiting room in October, Echols insisted he is innocent and said during his trial he had assumed there would be a "Perry Mason moment" revealing the real killer.
Tankleff described the same false hope.
"When you're innocent, you believe that no matter what, the truth is going to come out," said Tankleff, who is convinced his parents were slain over a business dispute.
His reaction to hearing the verdict: "It was complete shock and despair," Tankleff said.
"You have a belief the system works, and at that moment you realized it failed and failed miserably."
