*Two Critical Issues Await New Minister*

The modalities of handing over the Amboseli game reserve and transfer of
175 wild animals to a zoo in Thailand will have to be addressed
immediately a new minister for Tourism and Wildlife is appointed.
The permanent secretary in the ministry, Ms Rebecca Nabutola, said the
> process of transfer of both the animals and the management of Amboseli
> to the local community had not started.

> Ms Nabutola, who spoke during the signing of a Sh14 million funding
> agreement to two Rift Valley groups by the EU's Tourism Trust Fund, said
> the transfer of the animals will have to wait until technical teams in
> both countries work out ways of moving them.

> She said: "The process of transfer of both the animals and the
> management of mboseli to the local community has not started. The two
> issues will have to wait until I brief the minister who will be posted
> to the ministry."
> The animals will be transferred in batches to assess the response of the first batch to the conditions at the Chiang Mia night zoo being promoted by Thai Prime Minister Thaskin Shinawatra in his village.
The controversial deal to export the animals was signed last month
> despite protests from local and international animal conservation groups.
President Kibaki and Mr Shinawatra witnessed the signing of a memorandum of understanding which will see Kenya exchange 175 animals to Thailand for an estimated Sh80 million. The money is expected to be used in the management of elephants.
> Yesterday, the PS said once the procedures were worked out, the minister had to give his approval because the agreement was signed at the ministerial level.
The same case will apply to the handing over of the Amboseli reserve.
Amboseli was downgraded to a game reserve and handed over to Narok
> county council through a gazette notice by a former minister, Mr Morris Dzoro, as the clamour for a Yes vote in the recently concluded referendum reached its peak.
Since then, county council officials have failed to wrestle the control of the park from the Kenya Wildlife Service who claim they must first get a directive from the parent ministry.
